Permitting and Project Management

The Livingston County Development Group guides companies through the permitting process through every step from pre-permitting until the issuance of a certificate of occupancy. We take a project management approach to this task utilizing critical path scheduling, distribution lists, project planning meetings, attendance at meetings of all permitting bodies and any other steps that may be necessary and appropriate to keep a project on schedule and on budget. For IDA owned "shovel ready" sites, we pledge a 75 day or less permitting process on any project not determined to have significant environmental impact.

Workforce Training and Productivity Assistance

For Manufacturing and non-retail service businesses, training assistance can be provided for selection, screening and testing of potential new hires. Companies can be aided up to half the cost of an eligible training project and have 100% cost reimbursement for hiring 300 or more employees. Training can take the form of classroom, on-the-job group training or any combination of these methods.

Through New York’s industrial Effectiveness Program (IEP), manufacturing firms can receive cost sharing assistance to identify, develop and implement improved management and production processes to expand efficiency, expand market share and promote job growth. Assistance takes the form of productivity assessments conducted on either a comprehensive or an in-depth targeted analysis generally performed by third party consultants. Fifty percent of the total eligible project cost is aided by New York State.

Environmental Assistance

Environmental Performance Improvements – Assistance is available from New York State and our regional GLOW Solid Waste Management Committee to assist companies with waste reduction, recycling, re-use and pollution prevention. Assistance can take the form of grants and loans for manufacturers of recycled products, material exchange and reuse programs, demonstration projects and technical assistance.

Environmental Compliance Assistance – Through its Small Business Environmental Ombudsman, New York State provides businesses with free and confidential compliance assistance. Assistance in disputes with regulatory agencies is also offered through this ombudsman and through the Governor’s Office of Regulatory Reform.
